Microsoft Indic Input website is down for maintenance. However, you can download Google Input tools as an alternative. The installer will automatically add the necessary keyboard layout and drivers for your keyboard. Make sure to select the Gujarati layout from the list.

In order to solve the problem, try uninstalling the application and then installing it again. If it still doesn't work, it's possible that the software to be incompatible with your system. In this case, I recommend you use Google Input tools.
